The Environmental Protection Agency (EPA), Washington, D.C., has proposed a rule that would require potential landowners to conduct specific inquiries into the history -- including ownership, use and environmental conditions -- of a piece of land. If the investigations are performed satisfactorily, the purchasers will not be liable to Superfund cleanup lawsuits.
